On September 24, 2023, renowned Earth Scientist and former member of the National Disaster Management Authority, Prof. Harsh K. Gupta engaged in an important discussion with Chief Minister Omar Abdullah at the Public Outreach (Raabita) Office in Jammu and Kashmir. The focus of their dialogue was on enhancing earthquake resilience and disaster preparedness in the region.
The meeting also included Advisor to the Chief Minister, Nasir Aslam Wani, and Prof. Shakil Ahmad Romshoo, Vice-Chancellor of the Islamic University of Science and Technology (IUST). Together, they explored pivotal strategies to boost disaster readiness in Kashmir, which is widely recognized for its vulnerability due to its location within the seismic Himalayan belt.
Prof. Gupta, drawing on his extensive experience, presented a compelling case for developing earthquake-resilient infrastructure throughout Jammu and Kashmir. He emphasized the need for immediate action to mitigate risks associated with potential earthquakes. His presentation cited successful examples from Northeast India, where medium-term earthquake forecasting has proven effective in advancing disaster preparedness.
Among the key recommendations proposed by Prof. Gupta was the establishment of an “Earthquake Safety Day,” aimed at educating school students about safety measures against earthquakes. He urged the government to implement training programs that simulate scenarios based on historical seismic events. This proactive approach can help communities better prepare for possible earthquakes.
Additionally, Prof. Gupta called for conducting mega-mock drills to test and improve response strategies and ensuring strict enforcement of earthquake-safe construction practices. Such measures will not only protect lives but also bolster the region’s infrastructure against potential seismic disruptions. He also advocated for the deployment of Earthquake Early Warning Systems across the Himalayan region, which could significantly enhance timely responses during seismic activities.
In response, Chief Minister Omar Abdullah highlighted the administration’s commitment to strengthening disaster preparedness initiatives. He acknowledged the vital insights shared by Prof. Gupta and assured that these suggestions would be incorporated into Jammu and Kashmir’s comprehensive strategy on disaster management and public safety.
The Chief Minister reiterated the necessity of equipping the state with robust infrastructure capable of withstanding natural disasters, especially considering the growing threat of climate-induced challenges. Abdullah stated, “We must prioritize earthquake resilience to protect our communities and preserve our heritage.”
