Dr. Jitendra Singh Urges Nationwide Cleanliness Movement

Union Minister of State Dr. Jitendra Singh urged a transition of the Government’s cleanliness initiative into a nationwide mass movement involving public participation, innovation, and private sector engagement during a high-level review meeting on Special Campaign 5.0. This movement aims to elevate the existing cleanliness drive beyond mere symbolism.

Dr. Singh emphasized institutionalizing cleanliness, space optimization, and efficient record management into daily governance practices. He stated, “We should integrate technology, community engagement, and private sector collaboration to ensure that the campaign sustains itself throughout the year.”

Highlighting the importance of leveraging corporate partnerships and collaborations with Micro, Small, and Medium Enterprises (MSMEs) through NASSCOM, the Minister suggested utilizing innovative waste management solutions in urban clusters, hotels, and government establishments. The integration of digital technologies and smart recycling processes like automated waste segregation could bolster operational efficiency while paving the way for new job opportunities.

Dr. Singh advocated for sharing best practices among ministries, proposing successful models be documented and disseminated nationally through a central repository. Innovative initiatives like electronic file disposal, smart waste reuse, and repurposing cleared government land should also be identified to promote superior governance.

He underscored how involving young people and women can inject creativity and energy into the movement. “When young people and women join the movement, it becomes more vibrant and impactful,” Dr. Singh remarked. He urged amplifying Swachhata messages through schools, colleges, and My Bharat volunteers, promoting a culture of collective responsibility.

Dr. Singh reflected on the transformation of the Special Campaign from a short-term cleanliness drive to a comprehensive governance model emphasizing efficiency, transparency, and citizen-centric administration. He reiterated the Government’s commitment to sustaining this momentum under Prime Minister Narendra Modi’s leadership and promised to share emerging innovative best practices with States, PSUs, and autonomous bodies.

Earlier, Union Minister of Health and Family Welfare, Dr. Mansukh Mandaviya, highlighted the significance of behavioural change and youth participation in achieving the vision of “Swachh Bharat.” He proposed appointing student and youth ambassadors from universities to promote cleanliness and hygiene in their communities.

The meeting saw the participation of key officials including V. Srinivas, Secretary of DARPG; Sarita Chuhan, Joint Secretary of DARPG, and senior officials from various departments.
