The Election Commission of India (ECI) announced the deployment of Central Observers on Sunday for the Bihar Assembly elections and bye-elections in the Budgam and Nagrota constituencies of Jammu and Kashmir. This strategic decision aims to oversee and uphold the integrity of the electoral process.
The ECI implements this deployment under its plenary powers outlined in Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951. These Central Observers will ensure the seamless conduct of elections while safeguarding democratic values.
This announcement has ended weeks of speculation surrounding the timing of long-pending bye-elections in Jammu and Kashmir’s 90-member Legislative Assembly. The bye-elections carry significant political weight, particularly in light of recent legislative vacancies.
- The Nagrota seat became vacant following the unexpected demise of BJP legislator and senior leader Devender Singh Rana on October 31, 2024. His passing occurred just weeks after the Assembly election results, prompting discussions about potential successors. Speculations point to his daughter, Devyani Rana, as a prospective candidate, although no official declarations have emerged yet.
- Meanwhile, the Budgam seat was vacated by Chief Minister Omar Abdullah on October 21, 2024. Abdullah, having contested from both Budgam and his traditional stronghold in Ganderbal, opted to retain the latter. In Budgam, the National Conference appears to maintain a stronghold, but the party has yet to finalize a candidate.
Across Bihar and the other eight states and Union Territories, the ECI has deployed a remarkable 470 officers. This cohort includes 320 officers from IAS, 60 from IPS, and 90 from other related services, all tasked with ensuring proper electoral management.
The deployed observers serve as the eyes and ears of the ECI. Their mandate involves monitoring the conduct of polls, overseeing law and order issues, and ensuring fair electoral practices. They aim to enhance voter awareness and participation while tracking election expenditure to deter malpractice.
“The observers are entrusted with the crucial responsibility of upholding the impartiality and credibility of elections – the bedrock of democratic polity,” stated an ECI official.
As the ECI prepares for these essential elections, it is expected to announce the Bihar Assembly election schedule by mid-October. Moreover, it has set October 24, 2025, as the date for the biennial elections to fill four vacant Rajya Sabha seats from Jammu and Kashmir.
