Jammu & Kashmir Police Constable Arrested in Gujjar Youth Killing

A Jammu and Kashmir Police constable was arrested on Wednesday in connection with the killing of 21-year-old Gujjar youth Mohammad Parvez. The incident, which occurred during a police firing on July 24 near Sure Chak village, sparked outrage and protests within the Gujjar community.

People’s Democratic Party (PDP) president and former chief minister Mehbooba Mufti hailed the arrest as a significant step toward justice. She stated that this arrest underscores a vital principle: “no one, not even those in uniform, is above the law.”

The police reported that Parvez was involved in a drug-related shootout; however, his family and community alleged that he was killed in a “fake encounter.” This accusation led to widespread demonstrations, raising serious concerns about police conduct.

In response to the public outcry, the police established a special investigation team (SIT) and initiated a magisterial probe to investigate the claims surrounding the incident. Political leaders, including former chief minister Omar Abdullah, expressed their disapproval of the situation and pressed for a thorough investigation.

Following the SIT’s findings, police selection grade constable Pawan Singh faced formal arrest under section 105 of the BNS, which pertains to culpable homicide not amounting to murder. Officials did not disclose further details regarding the case.

Singh and head constable Baljinder Singh had already faced suspension pending inquiries after the incident, highlighting the police department’s commitment to accountability. Mehbooba Mufti emphasized the importance of accountability within the police force, stating in a post on X, “This sends a strong message that accountability within the police force is not optional.”

Mufti characterized Mohammad Parvez as an innocent victim of circumstances, asserting that while his loss is profound, the recent arrest provides a glimmer of hope that justice will ultimately be served.

Additionally, she commended SSP Jammu, Joginder Singh, and IGP Jammu for facilitating a fair investigation. She hopes that the judicial process will unfold appropriately, allowing Parvez—who was silenced in life—to find justice in death.

This incident serves as a poignant reminder of the urgent need for transparency and accountability within law enforcement agencies in Jammu and Kashmir. As investigations continue, the community awaits further developments in this troubling case.
