Seven Private Members’ Resolutions to Be Discussed in J&K Assembly

The Jammu and Kashmir Legislative Assembly has selected seven Private Members’ Resolutions out of 55 submitted by legislators for discussion on October 29, 2023. This decision comes during the ongoing autumn session, which resumed on October 23.

Official sources report that the highest number of three resolutions originates from BJP MLAs, followed by two from the National Conference (NC), and one each from Congress and an Independent legislator.

Among the selected resolutions, two focus on relief, rehabilitation, and land allotment for families affected by recent flash floods and landslides in Jammu and Kashmir. Another resolution specifically addresses the regularization of daily wagers employed in various government departments.

BJP MLA from Udhampur West, Pawan Kumar Gupta, has introduced a resolution urging the government to take urgent steps to assist flood and landslide victims. The resolution calls for the government to seek support from the Union Government through the National Disaster Relief Fund (NDRF).

“This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families,” Gupta stated in the resolution, which ranks third in the selection list.

In addition, BJP legislator Balwant Singh Mankotia from Chenani has proposed a resolution that recommends the allotment of 10 marlas of land to families who lost property in the flash floods of August 2025, emphasizing the need for housing solutions.

“This House resolves that 10 marlas of land be allotted for construction of residential houses and cattle sheds for affected families,” Mankotia’s resolution, which appears seventh on the list, asserts.

A significant resolution brought forth by NC’s Ajaz Jan from Poonch centers on the regularization of daily wagers in government roles. Specified at Serial No. 6, it emphasizes creating a clear eligibility framework that considers service duration and performance metrics.

Further highlighting employment issues, NC legislator Dr. Syed Bashir Ahmed Shah (Veeri) advocates for generating job opportunities for youth in both public and private sectors, stressing the importance of promoting agro-based industries for sustainable growth.

At the forefront, Serial No. 1 features a resolution from Congress MLA Nizam-ud-Din Bhat, which advocates for the establishment of the National Law University in Srinagar.

“This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay, as initial funding has already been allocated,” Bhat declared.

BJP MLA Rajeev Kumar Bhagat from Bishnah has also submitted a resolution — positioned at Serial No. 4 — focused on revitalizing irrigation infrastructure across the Union Territory. It urges restoring canal networks and enhancing irrigation facilities to support farmers.

The Independent MLA from Thannamandi (Rajouri district) introduced a resolution concerning the implementation of Jammu and Kashmir Panchayati Raj Rules, which ranks fifth. It emphasizes that no contractor should receive assignments up to ₹3 lakh since these ought to be executed through Halqa Panchayats.

The Assembly, which convened on October 23, initially addressed only obituary references on its opening day. After a brief recess from October 24 to 26, the House will recommence its sittings on Monday, with Private Members’ Resolutions slated for discussion on Wednesday.

This session will conclude on Friday. Notably, none of the three PDP MLAs had resolutions selected for the current discussion.
